The Size of the Imperium and Governance Notes
The Universe is a very big place. There are around one hundred billion galaxies in the observable universe. Of these only one falls under the Imperium of Man…known to antiquity as the Milky Way. Four hundred billion stars orbit the black hole at the centre of this galaxy. It is estimated that thirty billion of these stars are similar to the Sun that shines it’s light upon Holy Terra.
The Imperium is comprised of a million worlds according to the teachings of the Administratum. In reality the Imperium actually only holds around 1-2 in 7-8 inhabited worlds, thus the actual size of the Imperium of Man is around 10-15 million worlds falling under the direct control of the Imperium, with millions more on the fringes or under intermittent control. This leaves 40-50 million worlds outside Imperial control…and it’s highly probably the Imperium knows little to nothing about them (The Galaxy is a truly massive place).
The Emperor sits at the Head of the Imperium of Man. In reality it is overseen by the High Lords of Terra. Carefully selected from the ranks of sector governors, heads of the many Adeptus, Ecclesiarchy and Inquisition. These men and women are ancient and incredibly shrewd. They are among the few citizens to ever seen the Emperor himself.
